Good day to you all,
This “Passaparola” is dedicated to Abdul, he was 19 years old, an Italian citizen, but he was born in Burkina Faso
He was with his family in Milan. He was showered him with punches to murder him shouting: “die dirty negro” a few uncouth Italians from the Po valley, two days ago, suspecting him of having stolen some biscuits in a bar.
I don’t think I’ve heard anyone calling for security: usually when there is a crime with the roles reversed, they talk about security, zero tolerance, exacting searches in certain environments.
Well, here we should do some searches among certain uncouth Italians from the Po valley of Arian race environments, of white skin, but evidently mayor Moratti is a lucky woman.
Just think if it had been the other way round, if it had happened that a black skinned citizen, even though Italian, rather than being the murder victim had been the killer.
By now we would have had the TV and the newspapers overflowing with humanity about this issue, instead of Abdul’s security who has had the security of being killed accompanied by the shouts of “dirty negro” and there are no shouts neither from the right nor from the left.
Close brackets. It is exactly about security that I wanted to talk because this has been another great week.
We have these Ministers who take it in turns so we have a week each with brilliant ideas.
We have this lady, signora Mara Carfagna who unimaginably is Minister of Equal Opportunity.
If you look at her, she has these fixed eyes full of amazement, like brackets, that denote the surprise with which she herself heard the news that she had become a Minister and it has stayed printed on her face.
She doesn’t even manage to get rid of this amazed expression: “But what ? Me a Minister?”. They’ve all got eyes popping out on stalks, even Angelino, even Bondi, Calderoli.

Instead of going to see the true problem, that is: does the law function? They promise us that the law will produce this effect: will it really produce this effect? No, this is too serious as a set up.
Usually the newspapers and the TV channels provide a debate with pros and cons: is it right to arrest the prostitutes and their clients?
Well then, VIPs, sub-VIPs those who frequent whore-houses, pimps, former pimps, pimps-in-training who put in their spoke by saying: “ah yes, I have tried it, the prostitute is useful.” : “ah yes, I have tried it, it was useful but it’s no good any more.” “No, it’s not right” “Yes It’s OK”
And no one goes to look, really, to see whether the law works or not.
A few years ago, already the debate was in full swing about the crime of being clandestine. There were those who said “let’s do it”, there were those who said “no”.
No one has the courage to do it because, exactly, it would mean arresting hundreds of thousands and so what did they do? The La Turco-Napolitano law and then the Bossi-Fini law, that were practically identical in that respect, they decided to punish not those who were in Italy without documents, but those, in Italy who did not show their documents when they were stopped by the Police.
The crime was failure to show identity document without a justified reason.
What happened? That the judges saw before them, thousands of immigrants who had not shown identity documents to the police officer or the Carabiniere who had stopped them.
Why? Because it was obligatory to arrest them. It was a crime with obligatory arrest.
It’s just that it was exactly like the crime of prostitution on the streets, a crime with impossible proof, thus with obligatory absolution.
The judge questioned them and said: “but you didn’t show your document”, the other one says “yes”, the judge: “why not?” Did you have a justified reason?”, “Yes”.
And what is the reason why you didn’t show your identity document?”
”I don’t have an identity document.”
Does it seem like a justified reason or not, for one who does not show this document, that fact of not having the document?
Sure it’s a justified reason! So, according to a school of thought in jurisprudence anything but impulsive, they were all absolved, until the Court of Cassation came along to get some order into an issue that didn’t relate to goodie-goodie judges who absolved immigrants, but politicians without brains who wrote laws with their feet and then marvel if they don’t work or if the judges don’t manage to apply them.
That’s why we continue to hear talk about security from the time we had short trousers and we don’t see a scrap of security
Because we cannot give security for reasons that we have explained on other occasions: we will be secure when Berlusconi and the caste of the unpunished are no longer secure.
And they in their turn, in order to be secure with their crimes unpunished, cannot allow justice to work to give us security.
So – OK – take it away with the adverts.
The only way of breaking this vicious circle that gives popularity to a government that doesn’t do one just thing, is that of spreading the word.
So spread the word!

I’m publishing the text of Marco Travaglio’s presentation. “Good day to all,
Some friends of Voglioscendere and of Beppe’s blog are asking me: “Don’t always give us bad news. Every so often give us some good news!” Today I want to do that, because I am really ecstatic about this. We have a Minister who is fantastic. It is true that the government leaves a bit to be desired, but there is one who, truly makes up for the others because he is grand. It is Angelino Jolie, called Alfano. He is truly a genius. We treated him badly in the last “passaparola”, but this time we have to change our minds. Here we have a superior brain. A great reformer, an innovator. A man who invents futuristic solutions for problems that unfortunately no one has ever managed to solve.
Just think, yesterday, that is on a Sunday as well, he donates his Sundays to us for free – it sprung to his mind how to resolve the problem of the overcrowding of the prisons. That of course is returning just as it did two years ago, in spite of the extra large mega Great Pardon, that he himself voted for, among other things, given that it was a speciality of the Centre Left and in reality it was voted for by part of the Centre Left and a part of the Centre Right, including Forza Italia and including Alfano. In fact, it was really Forza Italia that insisted that the Great Pardon was for three years, otherwise Previti would be still under house arrest – and he’s not well – poor man.
What did he think up on Sunday? Just like that as soon as he woke up, he gets these illuminating flashes of lightening that are really brilliant. He thought that by expelling the non-EU detainees and by giving electronic bracelets to a series of convicts with short sentences or those with only a few more years to serve in prison before getting out, he could thin out the prisons and return them to having a fullness that is proportional to their capacity. You know that our prisons to say a lot can hold 40 to 45 thousand prisoners, and right now we have almost 60 thousand and it’s calculated that in a couple of years we’ll have even 70 to 75 thousand, that is almost double their capacity, in relation to the places in cells.
Let’s start at the beginning. Because in Italy, every year the problem of the overcrowding of prisons is put forward, even though Italy has seen 40 or so measures of amnesty and pardons in 60 years. Otherwise, obviously we would have “explosions” in prisons if we had not every so often released the pressure with measures of amnesty and pardons with this frequency that – you understand – is the frequency of once every one and a half years. Once every one and a half years, in Italy, you have the certainty that thousands of criminals are set free. Which is, among other things, an invitation to commit crime. It means that if someone gets caught at regular intervals he never serves the whole sentence, because an amnesty or a pardon always gets triggered. In any case, Alfano is repentant about the Great Pardon. “It has been useless”; he told Previti that it had been of no use. For Previti it has been extremely useful! And also for all the delinquents who have got out and who have been able to return to their old habits and in part, but only in part, have been recaptured, the Great Pardon has been very useful. It has been less useful to the victims of their crimes. Just the other day it was calculated that more than a third of those who got out for the Great Pardon thanks to Mastella who lauded that measure and is keen to give it his name, went back to committing crime, have been caught and taken back inside. Which makes us think that just as many, at least another third, have returned to committing crime and have not been caught. Imagine almost 50,000 people who got out of prison or who saw the revocation of alternative sentences, of being put under the control of criminal justice control services or under house arrest, what a party! OK, now they are all repentant. “That’s enough with pardons, let’s have electronic bracelets and the expulsion of non-EU citizens”. What an idea! No one had ever thought of that! At least that’s what Angelino Jolie believes, as he’s like a man from Mars who has just landed on the Earth: he hasn’t got the faintest idea that what he is putting his hands to right now is a topic that has been under debate for decades. There are his illustrious (or nearly) predecessors, who had already said: “expulsions and bracelets!” Because no one was convinced but they had to do it for Previti, to send home the delinquents. The problem is that the two solutions thought up by Alfano, have not only already been looked at but they have already been rejected because they are no use. We have arrived at the umpteenth announcement of something that will never be done, at least we hope so, because if it is done it will be like a camouflaged pardon. You know that this government is great at doing “lifting”, anyway its President, with transplants and “lifting” is all fake and doesn’t even have a square centimetre of original skin. But legislative lifting is the speciality of this government.

Do you realise whose hands we are in? And these claim to be the government of security.
What’s more, this affects 4700 convicted people, non-EU citizens to be repatriated, and we are talking about an enormous problem like that of the prisons which, if we get to 75 thousand prisoners, removing 5 thousand means going down to 70 thousand. What have we resolved? Nothing, because we still have almost 30 thousand in excess. And what will we do with those? You will realise that here we need seriousness, elbow grease, a policy that examines the problems on the basis of scientific data and not on the basis of fairy stories and above all that we don’t entrust them to men from Mars. Basically, we should become a serious country governed by serious people. These are clowns who unfortunately put their hands into our life and our security. Spread the word. “

The trial about Rasman will start at October at Trieste. Here the text of the interview with Rasman’s mother:

The policemen came here at 2.30 am, they told us that Ricky was died, and that they brought the body to the morgue at via Costalunga. We asked what was happened, they answered us that he used some fireworks in the street and they hurt the ear of a girl and she was bloody, so they called the firemen, they forcibly entered in Rasman’s house and when they entered Ricky got an hearth collapse, so they told us, we asked why they did not called us before but we never got an answer. They shown him to us only 5 days later, it was 1 November, only later we came to know why… thanks to the police photos we saw how badly he got beated in the face, they broken his cheekbone, there was clearly signs of gag, blood from his ears, from his noose, from his mouth, it was so clearly.. we visited his house in the month of  March, it was a disaster, there was blood everywhere, a large blood fleck was long whole the kitchen, hair with blood, blood in the walls, in the tables, sheets, behind the bed, in the floor, blood flecks in the carpet where we even found hidden pieces of body. Under his bed we found the iron wire, the autopsy confirmed that the wire was used to block his hands and feet, the signs in his bloody are so clearly, signs in the back: in the back there was a large sign of 4 cm caused by the hit with a chair, probably they beat him with the chair too, Ricky got so many beats that we should know why the policemen did it in this way. Is it all caused by two fireworks launched in the street? and it is neither proofed that he launched the fireworks! because nobody found them or brought them as evidences, instead we brought as evidence the iron wire that they tried to ignore as evidence.. neither the hurt girl was hurt in the ear as they told, Ricky rarely went in that house, in the rare times that he went there he was always with me or with his father, he never went there alone also because he did not lived there, he lived in our house, always, with the fear that he got, from much time, which prevent him to go out, he was under a psychological treatment for this fear and in that period the doctors decided to stop his medicines and when the doctors needed to visit him they come in our house… After that Miss Pollanz called the 113, the policemen asked informations about Rasman, the policeman Miraz before to reach Rasman’s house said “i know this Rasman” from the police photos are clearly the sign of blood in his shirt. This is the second time that happen, already in September ‘99 they came in our house to beat Ricky, a neighbor called the police because Ricky were listening the radio in his machine, the police came then in our home to beat him, so they already knew him, may they hated him. The hospital confirmed that Ricky was a person who was suffering for mental problem, recognized as disabled at 80% all caused by the military service, when his comrade in arms made cruel jokes on him, he never reached to these jokes, he affirmed he did not reached for respect to their mothers, to not make them suffer for their sons. He was a good boy… he accepted to receive beats then to give. He was under treatment but it was not a real treatment.. me and my father visited often the hospital for this reason because we wanted that Ricky get well, we brought him to Preganziol and Pisa, then fortunately he got better until he started to work somewhere. The doctors then black mailed him saying that if he went in others hospitals they will stop the treatement, so he had not a normal life, the doctors stopped to visit him in house and Ricky was forced to go in the hospital against his fear to go out. He always sleeped in his life a lot i can’t understand who can hate him, poor him… all knew him as a good boy, kind even if sick, he respected everybody… Those policemen came acquital without considering our evidences… In that week in a news paper “The little” came out an article where was published that the policemen did their duty, all these before the trial start, thanks to our lawyer Giovanni Di Lullo at 28 February we introduced our documentations and evidences so clear that the judges did not agreed to close the instance, the policemen now must to explain why they forcibly entered in Rasman’s house? he was only listening his little radio why they beat him so? there are too many things not regular. They removed all paints from the wall of the corridor before to forcibly entered from the door why? because they knew they would use the force and so to not leave signs, they even placed there bottles of alchol, because Ricky never drink alchol they lied lied and lied again. ” Giulia Rasman

Shame on Italy! at Bolzento no tortures were made

As everybody already should heard yesterday, 14 July 2008 end the first trial about the facts happened at Bolzaneto during the 2001 G8. The trial is end with 15 condemns and 30 acquittals with terms of imprisonments which do not over 5 years of jail. What is happened in th July 2001 at the Bolzaneto state police barrack?

The police state barrack, at Bolzeneto, a historical Genova  neighborhood, it was set, for the G8 meeting as identification and temporary detention center. Inside, in the barrack gym, where assembled many jails units.
All people who came arrested in the Genova streets, had been kept in this center, which was used for the identification and for the detection of the arrested people, who were then bring in the various Italian prisons. According the department in Bolzaneto were treated 240 persons, but according the statements of the same prisoned warders, the number is over 500 of: demonstrators, normal people Italians and not, who came arrested in the Genova streets or who came from the blitz of Diaz school. The greater part of them were so people already injures and needed of hospital cares.

After the G8, the national and foreign reactions to these facts, forced the govern to make a committee of investigation, which wrote a relation at 20 September of the same year giving full success to the G8 meeting and blamed the accidents to miss-organizations reasons. But in the January of 2004, two prisoner warders who worked in that barrack during the G8 meeting, confessed the usage of violences: “The prisoners were beat from when they entered in the barrack until they arrived in the jails”. At 11 May 2004, were so accused 47 persons for: fraudulent misrepresentation, fascist and racist insults, even violation of the article 3 of the European hum right treaty.
The trial started at 12 October 2005, the defendants become 45 and were police officials, prisoner warders, carabinieri officials, digos officials, nurses and doctors.

The victims statements:

The greater part of the victims (90%) told to had been beat with punches, slaps, kicks and hit by clubs in the head and in the ribs before and then to be in the center. This is what their “executors” called with the name of “welcome committee”, which gave the welcome with a real beating up the prisoners who passed trough the corridor which bring in their jails. “The welcome committee” were made by two columns of men, composed by prisoner warders and GOM (the policemen applied in the Genova streets of riot-police, with helmets and clubs) lined up long the corridor, they “give the welcome” to the new prisoners. This ritual of welcome included threats, spittles and fascist-racist cants often forced to song by the victims like “One, Two, Three, long live to Pinochet. Four, Five, Six death to all Jews”. Moreover all victims remember the Facetta nera song, played by the hand phone of a policeman during this beating up. Insults like “parasite, son of bitch, piece of shit, communist, terrorist, you must die piggy communist” “we have killed one, but we should kill 100″ “Do not worry, now will arrive Bertinotti and he will save all you” “We will enter in the jail and we will hue the walls with the clubs in the same color of your flag (red of communist flag)” “Dirty communists” “we will kill all you” “at the Diaz school they should kill all you” “you will not forgive the police” “the night is still long and this is only the begin” “now we will make them to spit their blood” “you will not exit live from here, dirty communists” “within this night we will fuck all you (told to the women)”. Here some of the victims statements more particular:

Victim n1 (Italian): Had been forced by club hits to say “Che Guevara is a son of bitch”;

Victim n4 (Italian): Welcomed by the welcome committee; beat in the jail with a kick in the testicles;

Victim n5 (Italian): A policeman broke his hand fingers, in the trial he recognized the policeman as Massimo Pigozzi. He took his fingers and pulled them in opposite ways, causing a break with a bloody laceration of 5 cm. In the infirmary he had been sutured without anesthetic, he screamed for the pain and for this had been threated to not scream or “they would break also the others fingers”;

Victim n6 (Italian woman): She needed to go to bathroom because she needed to change her towel, the policemen launched a little piece of paper in the jail, and she had been forced to change her towel with pieces of her clothes while the policemen where looking;

Victim n9 (Italian under 18): He got two hard punches in the stomach and in the sternum, he got insulted with “under 18 disabled” and forced under beats to sing “One, Two, Three, long live to Pinochet. Four, Five, Six death to all Jews”;

Victim n10 (Italian): He got beat inside the jail until he fainted;

Victim n11 (Italian):Insulted also with spits from the welcome committee, he had been forced to walk on hands and knees by a policeman who ordered him to bark and to scream “long life to the Italian police”;

Victim n13 (not Italian woman): She got faint after they sprayed poisonous gas inside the jail;

Victim n16 (not Italian): He bad been forced to keep his head in the wall, also if he had a large bloody wound in his forehead;

Victim n15 (Italian): The policemen beat his head in the window grating, the policemen forced him to stay naked and to do 10 dips, while a policeman beat him more times with the club, insulting also with “you are a slave, the slave of slaves” “do you like the club? wanna try a new one?”;

Victim n17 (Italian): Forced to touch his feet with his hands during the frisk in the infirmary, he got beat when he foul to touch them;

Victim n20 (Italian):Forced to inhale the poisonous gas, he got threaten with fake shots;

Victim n19 (not Italian): Forced with beats to sign the documents related to his arrest, against his agreement;

Victim n21 (Italian woman): Beat when she was going in bathroom; insulted with “Bitches, Jews” and with spits; threaten of rape with a club;

Victim n22 (Italian): Left feat broken caused by the beats during his arrest, in the jail he received beats again by the policemen with the club which caused the of a rib, while another policeman was beating in the broken feat and while they treating him “we will break also the other feat”;

Victim n25 (Italian): Forced by club beats to scream “long life to the police, long life to Mussolini”; out if the infirmary he got beatings with a kick in the testicles, he then came trampled by a policeman;

Victim n31 (Italian): he got kicks in the testicles and had been forced to clean some trash in the floor while he was in infirmary;

Victim n38 (not Italian): Forced to stay naked and to turn on himself while a policeman was beating him with a belt of another prisoner;

Victim n41 (not Italian): Forced to crawl like a dog while the policemen kicked his ass;

Victim n43 (not Italian): Beat until the break of the left ribs; forced against his agreement to sign the documents about his arrest;

Victim n46 (Italian woman):Got a faint caused by the poisonous gas sprayed inside the jail;

Victim n48 (Italian): During the medical examination he been threaten to not look in face the doctors because he is “a piece of shit”;

Victim n47 (Italian): Threaten in bathroom to be raped with a club; he been beat more times and got a broken right rib; he got beatings also in infirmary;

Victim n49 (Italian): Forced with club beats to stride along the corridor and to do the fascist salute, he got vituperated with spits in mouth;

Victim n57 (not Italian woman): She had not been hospitalized she had a fracture of the 3-4 left distal;

Victim n59 (Italian): Beat until the faint while he was in the knees with the head in the wall;

Victim n62 (not Italian): German nationality, he was forced to scream “Heli Hitler” and to sing the “One, two, three, long life to Pinochet”, forced also to scream in Deutsche “Che Guevara piece of shit”;

Victim n63 (Italian): Forced to stay in fetal pisition naked in the floor and from there forced to jumps 30 times;

Victim n66 (Italian): Forced to grab some stuff that the policemen launched to him in the floor, he must to grabb them without flex the knees and keeping the feet in front the wall;

Victim n67 (not Italian): Inside the jail the policemen forced him to stay crawl while they were kicking him in the ass, in the legs and in the testicles;

Victim n74 (not Italian under 18): Forced to stay naked and to make dips while a policeman pulled his hair. Forced to sing “One, two three, long life to Pinochet” and “Mussolini, olè”;

Victim n73 (not Italian): Declared in red code (code for the max health emergency) he got hospitalized with abdominal concussion, mydriasis, papillary mydriasis and liphotymia;

Victim n76 (Italian woman): Not allowed the medical cares even after she vomited in jail, she forced to clean the jail with paper after this;

Victim n80 (Italian): Burned by a cigarette lighter;

Victim n81 (not Italian woman): Against her agreement forced to sign the documents related to her arrests under the threat with a photo of her sons to not see them anymore.

The Bolzaneto victims statements, for the judges are reliable, because the greater part of them are not linked from them.
According many psychiatrists, like Dr Monaco, the Bolzaneto victims got a big trauma similar to the trauma that is caused by exceptional natural disasters, the only difference is that this trauma is more serious because it has been inflicted by the people.

The main accountable:

Oronzo Doria: In that time Colonel of State Police, it was the highest police official. He got then a promotion to General and he got acquittal in this trial;

Antonio Biagio Giugliotta: Police inspector, accountable of the Bolzaneto barrack. He was the official more present in those 3 days to Bolzaneto, with tasks to transfer the prisoners, to him the prisoners where brought by the state police, he must to matriculate them and transfer them to the Italian prisons. In the trail he affirmed that he never seen any abuse to the prisoners also in the infirmary. But 3 prisoners recognized him as who beat them in the jail, another prisoner recognized him as one of the policemen most cruel in Bolzaneto. He got the highest condemn in this trial, to 5 years of jail;

Anna Poggi: Police inspector, she worked inside the bolzaneto digos offices with tasks to identification of the prisoners. Against her no violence accuses has been made, but many prisoners affirmed that in her office they came forced to sign the documents related to their arrest against their agreement, forced with beats and threats by the other policemen. The foreign press will rename her as “Anna Pogi, the Kapò of Bolzaneto”. She got a condemn to 2 years and 4 months of jail for serious abuse of authority;

Allessandro Perugini: substitute of the Genova digos, now promoted as head. Not always present to Bolzaneto, he came anyway accused by many victims to have forced them to sign the documents related to their arrest against their agreement. he is also accused in another trial for the fact of the beatings out the police quarters against an under 18 boy, in a famous video broadcast in tv we can see clearly him kicking a boy already blocked by others 5 riot-policemen. The boy then will be even brought in Bolzaneto, in the digos offices where Anna Poggi worked. Allessandro Perugini will get a condemn of 2 years and 4 mounts for abuse of authority;

Massimo Luigi Pigozzi:Assistant head of the state police has been recognized by many victims as the most cruel policeman to Bolzaneto, reported by one of the victim to have caused the break of his left hand fingers (see the victims list here up, victim number 5). Massimo Pigozzi, in 2007 has been accused to have raped in the police headquarters 3 Romanian women. The rapes happened in may-July 2005 during his night shift when he was alone. The victims are 3 Romanian women arrested for prostitution;

Giacomo Toccafondi: The head doctor of Bolzaneto. Accused for many serious crimes. Along all his job to Bolzaneto he never wore the gown, but only a green t shirt with the write prisoner warder and camouflage pant. He should visit, nurse or transfer in the hospital the prisoners who needed, but all this did not happened, instead more of them got others violences in infirmary. He stole the personal objects of the prisoners, affirming that they are his trophies and to have did this also when he was doctor with the onu forces in Bosnia.
To one anemic prisoner who was following a particular cure was not allowed for many hours to get his pharmaceutical drugs, he went with fever in infirmary, forced to stay naked and joked by the policemen. One policeman beat his head in the wall and cut his sweatshirt. To a woman prisoner with the mouth broken by the police beatings came checked by Toccafordi, who threaten her with the club saying “club, club” while the others policemen were laughing.
He came assigned again to work in 2007 with the onu force in Kossovo. He got a condemn to 1 year and 2 months of jail.

Conclusion: The trial of first instance has end the 14 July 2008 with 15 condemns and 30 acquittals! at the beginning were requested 76 condemns. Unfortunately for our law the crime of torture does not exist! so the prosecutors forced to change the accused from torture to abuse of authority, which is a crime less serious!
To the condemn speech the judges, in the name of the Italian nation affirmed that to Bolzaneto no tortures were made but only irregularities.

Statue of limitions: After 7 years finally end the trial in first instance, but it is completely useless because in the January 2009 all crimes will go in the statue of limitions! and if the statue of limitions would not come valid there would be the indulto, which removes the condemns under 3 years! (in conclusion they will not go to jail neither 1 day and the condemn will be deleted)

Good day to everyone. Anyway, happy holidays: today is the final edition of Passaparola before the holiday season that will last until the first of September when we will meet up to have a look at what has happened over the summer, which meanwhile will have donated us further shame. Within view, tomorrow, we have the impunity law, and we have already announced for September a super-reform that is really so “super” that it should in fact prevent the arrest of the Presidents of the Regions who are accepting bribes.
It will truly be a weighty thing. Luckily, after the vulgarity and triviality of Piazza Navona, there’s the return of elegance. Yesterday, Lord Brummel, in real life, Umberto Bossi, gave a great signal of civility and of civic pride, really, by saluting the national anthem with a raised finger.
